I-35 San Antonio Planning and Environmental Linkages (PEL) Study, TxDOT

NLA provided lead public involvement support and oversight for this Planning and Environmental Linkages (PEL) Study, which covered I-35 from Hubertus Road/FM 1103 in Schertz to the intersection with I-37/US 281 in downtown San Antonio, and Loop 410 from I-35 on the north side of San Antonio east to I-10. This PEL study was the first of its kind to be used in Texas. It was intended to create an official (FHWA-recognized) link between past, current, and future studies conducted for the area, with the goal of minimizing any duplication of effort and shortening the time required to implement needed transportation improvements. The study included four rounds of advisory committee meetings and public Open Houses, and resulted in a recommendation to analyze expansion of the existing I-35 facility in a future environmental study (which later became the I-35 Northeast San Antonio Expansion Project).

    • Preparation of handouts and exhibits
    • Preparation of presentations and scripts/narration for looping videos
    • Event staffing
    • Comment processing and response development
    • Coordination on online Open House
    • Preparation of comment responses and Summary and Analysis Report
